Project Brief

As part of the Construction Permit Reform project team and lead in country consultant, we have successfully completed the mapping, institutional analysis, collecting data/information about the legal and regulatory framework for the process of Construction Permit Issuance at Kabul Municipality. As short-term outcome of the project, the process was simplified as per satisfaction of the customers and the organization considering integrity and quality of the process.

Construction Permit Reform Project at Sub-National Level Nangarhar and Balkh Provinces, Afghanistan May-Sep 2013 Completed

Project Brief

RCS was awarded the contract for review and analysis of the current "as is" process of issuing construction permits in Jalalabad and Mazare Sharif Municipalities. By completion of the project, information about the current process including the time, cost, involved entities, facilities available, problems and bottlenecks was identified. Furthermore, the mapping, institutional analysis, and legal and regulatory framework analysis of the process of Issuance of Construction Permits at both Municipalities provided the client with recommendations for short to long term improvements that will finally lead to improvement of the Afghanistan status on the WB IFC ranking of ease of business.

Organization Structuring, Job Analysis and Staff Appointment Kabul, Nangarhar, Kandahar, Balkh, Herat, Ghazni, Parwan, Paktia and Kunuz Sept-Oct 2013 Completed

Project Brief

RCS signed a service contract with SRG for development of its organization structure including management, technical and support functions, prepare technical and generic staffs job descriptions, appointed their staffs, established the HRM unit system and structures. RCS provided orientation and training to the newly appointed staffs and continue refresher trainings and professional consultancies.

Local Resource, New Business Development, Facilitation and Advisory Services Kabul and Provinces of Afghanistan November 2011 - April 2016 Completed

Project Brief

The RCS Experts have been rendering services in variety or areas for the Chemonics International Afghanistan New Business Development Unit based in Washington DC. The services provided to Chemonics includes, but not limited to; Facilitation of High level meeting with Government Ministries and Independent Agencies, research and data collection on variety of fields such as agriculture, livestock, irrigation, education and literacy, access to finance and Ag-lending, health, local governance and rule of law.

NGO Collaboration Projects for Agriculture and Rural Development Herat and Bamyan Provinces, Afghanistan September 2013 - June 2015 Completed

Project Brief

The RCS principle consultant has been hired to provide consultancy services to the JICA funded agriculture, NRM and livestock projects in referenced two provinces. The projects will support institutional development of line Government Departments and management of water resources and improvement of agricultural productivity and enhancement of rural development and community development in target areas. The role of the RCS expert is in design preparations in close consultations with the Government Central and Provincial authorities kick start formalities, regular coordination and consultation between the stakeholders, materializing participatory M&E, approval of the quarterly invoices, reporting, and completion formalities.

Project Brief

The RCS principal consultant has been contracted by the IFC/WB to facilitate review and implementation of the reforms and automation for the construction permit issuance process in Kabul Municipality. The project will assess and design the new institutional framework of the construction permit issuing processes and the legal and regulatory framework of the Kabul Municipality.
